WHY IN THE NEWS?

Recently, Additional Secretary in the Defence Ministry has said that India’s defence exports for 2021­-22 were estimate at ₹13,000crore, the highest ever.

INDIA AND ITS DEFENCE EXPORT AND IMPORTS:

  • The S. was a major buyer, as also nations in Southeast Asia, West Asia and Africa.
  • India’s defence imports from the U.S. have gone up significantly in recent years.
  • Indian companies have been increasingly becoming part of the supply chains of U.S. defence companies.
  • The private sector accounting for 70% of the exports, while public sector firms accounting for the rest.
  • The private sector use to account for 90% but now the share of defence public sector units had gone up.
  • India signs a $374.96­million deal with the Philippines.
  • Its single biggest defence export order, for the supply of three batteries of shore base anti­ship variant of the BrahMos supersonic cruise missile.
  • In defence export only components which needed defence authorization and listed under SCOMET 6 category are accounting.
  • Several aviation components and dual use items, which did not come under the list, were not count.

SCOMET

  • In Foreign Trade Policy, dual-use items have been given the nomenclature of Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET).
  • Classification of SCMOMET items is listed under eight (8) categories as follows:
  • Category 0 Nuclear material, nuclear-related other materials, equipment and technology. (The licensing authority for this category is the Department of Atomic Energy)
  • 1 Toxic chemical agents and other chemicals
  • 2 Micro-organisms, toxins
  • 3 Material, Materials Processing Equipment, and related technologies
  • 4 Nuclear-related other equipment, assemblies and components; test and production equipment; and related technology, not controlled under Category 0.
  • 5 Aerospace systems, equipment including production and test equipment, related technology and specially designed components and accessories thereof.
  • 6 (Reserved)
  • 7 Electronics, computers, and information technology including information security.
