WHY IN THE NEWS?

  • Recently, a fresh impetus has been given to the Jal Jeevan Mission (JJM) in Rajasthan.
  • They were doing the appointment of new water and sanitation committees at various levels.
  • The State has reiterated the demand for changes in the norms for Central assistance for JJM to reduce the financial burden.
  • The state is demanding to provide the share in a 90:10 ratio for the Centre and States, instead of the present 50:50.

Role of Newly Appointed Water and Sanitation Committee:

  • It will recommend the implementation of works under the mission.
  • It would ensure public participation in the drinking water schemes.
  • And play a meaningful role in planning, execution, management and operations and maintenance.
  • Significance: The active role of committees will accelerate the task of providing water connections in every household in rural areas.
  • Appointment: These committees have been appointing at the State, district and village levels.
  • The State government will make arrangements for the training of the members of the village level committees.
  • In training, they will be made aware of the operation of schemes, water conservation, efficient use of drinking water and bank account operations.

Jal Jeevan Mission:

  • The JJM envisages the supply of safe and adequate drinking water through tap connections to all households in rural areas by 2024.
  • It will implement source sustainability measures as mandatory elements, such as recharge and reuse through greywater management, water conservation, and rainwater harvesting.
  • It will be based on a community approach to water and will include extensive Information, Education and communication as key components of the mission.
Objectives

The broad objectives of the Mission are:

  • To provide Functional Tap Connection (FHTC) to every rural household.
  • To prioritize the provision of Functional Tap Connection (FHTC) in quality affected areas, villages in drought-prone and desert areas, Sansad Adarsh Gram Yojana (SAGY) villages, etc.
  • To monitor the functionality of tap connections.
  • To promote and ensure voluntary ownership among the local community by way of contribution in cash, kind and/ or labour and voluntary labour (shramdaan)
  • To assist in ensuring the sustainability of the water supply system, i.e. water source, water supply infrastructure, and funds for regular O&M
  • To empower and develop human resources in the sector such that the demands of construction, plumbing, electrical, water quality management, water treatment, catchment protection, O&M, etc. are taken care of in the short and long term
  • To bring awareness on various aspects and significance of safe drinking water and involvement of stakeholders in a manner that makes water everyone’s business
Components under JJM

The following components are supported under JJM

  • Efforts should be made to source funds from different sources/ programmes and convergence is the key
  • To provide functional tap connection to Schools, Anganwadi centres, GP buildings, Health centres, wellness centres and community buildings
  • Development of in-village piped water supply infrastructure to provide tap water connection to every rural household
  • Development of reliable drinking water sources and/ or augmentation of existing sources to provide long-term sustainability of the water supply system
  • Wherever necessary, bulk water transfer, treatment plants and distribution network to cater to every rural household
  • Technological interventions for the removal of contaminants where water quality is an issue
  • Greywater management
