SYLLABUS SECTION: GS III (Governance)
WHY IN THE NEWS?
Recently, the Ministry of Science and Technology under the Department of Biotechnology has launch a Single National Portal for Biotech researchers and Startups, i.e., Biological Research Regulatory Approval Portal (BioRRAP) | THE PORTAL BIORRAP.
SIGNIFICANCE OF BIOLOGICAL RESEARCH REGULATORY APPROVAL PORTAL:
- The Department of Biotechnology have develop the Biological Research Regulatory Approval of The Portal (BioRRAP) to track the regulatory approvals for a research proposal on a single portal. This will provide more credibility and recognition to such biological research.
- The portal will serve as a gateway and will help researchers to see the stage of approval of their applications for regulatory clearances.
- It will bring accountability, transparency, and efficacy in the functioning of agencies regulating various aspects of biological research and issuing permits and also strengthen interdepartmental synergies.
- The government have evolve a web system under which each research, requiring regulatory oversight, will be identify by a unique ID known as “BioRRAP ID”
- It is a step towards ease of Doing Science and Scientific research and Ease of Startups in the Country.
- This portal will strengthen interdepartmental synergies and increase efficacy in the functioning of agencies regulating various aspects of biological research.
BioRRAP ID:
- BioRRAP ID is a unique ID generate when a research proposal is submitted on this portal.
- The status of the research proposal application submitted to various regulatory agencies would be visible to the applicant using the BioRRAP ID.
- A biological research proposal requires a BioRRAP ID for submission on portals of regulatory agencies.
- A list of regulatory agencies issuing requisite approvals relevant to the submit biological research proposal is attached to the BioRRAP ID.
India’s Position and Potential:
- India is among the top 12 destinations for biotechnology globally and, The 3rd largest biotechnology destination in the Asia Pacific region.
- By 2025, the contribution of the Indian biotechnology industry to the global biotechnology market is expected to grow to 19% from a mere 3% in 2017.
- Bio Economy’s contribution to the national GDP has also grown steadily in the past years to 2.7% in 2020 from 1.7% in 2017 and will touch new heights after 25 years of Bio-economy journey in the Centenary year of 2047.
What is Bio-Technology:
- At its simplest, biotechnology is technology based on biology – biotechnology harnesses cellular and biomolecular processes to develop technologies and products that help improve our lives and the health of our planet.
- We have used the Biological processes of Microorganisms. For more than 6,000 years to make useful food products, Such as bread and cheese. and to preserve dairy products.
Usage of Bio-Technology:
Biotech is helping to heal the world by harnessing nature’s own toolbox. and using our own genetic makeup to heal and guidelines of research by:
- Reducing rates of infectious disease;
- Saving millions of children’s lives;
- Changing the odds of serious, life-threatening conditions affecting millions around the world;
- Tailoring treatments to individuals to minimize health risks and side effects;
- Creating more precise tools for disease detection; and
- Combating serious illnesses and everyday threats confronting the developing world.
